telegram have the highest security in messengers as far as i know, so the governments can't track and find users in telegram , so Russia and Iran ask for the users key so they can decrypt (decode) user data. but telegram refuse that.

so they banned telegram in Russian and Iran.

I don?t know about Iran. And Russia excluded the Telegram. Since the Telegram by its actions, whether or not it covers terrorism.
