Looks like a dowsing rod, with some electronics added on for good looks. Even has the same brass chamber used on Kellyco's "Lectra Search" scam.

I'll take a wild guess, and say this device will find "treasure" exactly one time, at the point where you open your wallet and fork over the cash.
