Beside the battery,(please check again) you are sure r3 c2 is correctly connected?
With those components connexion revised, I believe it can work to measure some rf signals strengths, but for what purpose?

Hello dear mustefa ubram!
What is L1? Coil, ferite coil... How many Оhms?
Circuit R3 R4 C3 is "very much interesting". What does it exactly work?
Where to go TP1? An amplifier, speaker ... ???
Indication of the IC1 =???
Many secrets!
How do we know exactly what you want???
Thanks in advance for the answer!
Regards!
