I've always wondered if our colleagues in Russia have managed to make good devices for remote sensing.
The answer I found in a book called: "Metal detectors for amateurs and professionals," written by our Russian colleagues A. J. Svaulov.

these detectors have nothing to do with being a communist or not. Simply is a issue of high level of security, which is common in superpowers.
